Add note on `hGraph()` deprecation #129

This PR adds a special note to the gsDesign 3.6.1 changelog to clarity the deprecation status of gsDesign::hGraph(), plus that users should usegMCPLite::hGraph() before it is formally removed from gsDesign in the future.
