Background downloads not working on Android Pie #145

I recently got a Pixel 3 and discovered that background downloads aren't working. I assume the problem is with the new OS. The downloads don't seem to be getting kicked off at all. I enabled download notifications and got none until I opened the app.

It worked today for the first time. So I guess the problem is intermittent.
