enable gitpod in isRunningLocal

Description

fixes #1922

Currently we only enable certain features on local environment such as localHost, demo website, this ticket is to include gitpod in those list too, so that anyone who is using gitpod link can test out all the features

Check the gitpod link and local host version of this PR, and it should show Experiment tracking and sharable viz
