How has this bug affected you? What were you trying to accomplish?
Not sure why this is causing an issue with Python 3.9, but it seems to be related to this pin. Would kedro-viz team be willing to try and loosen the pin to packaging>=23.0.
How can we reproduce this bug on our end
This does not seem to be a kedro issue, rather its only one CI / CD framework that's failing. My suspicion is that its because packaging is "core dependency" of the shared default environment build packages [pip,wheel,setuptools,virtualenv,conda-build].

I'm using python 3.9, python 3.10, kedro >19.0 + kedro-viz >=9.0 - both on windows & linux
