We introduced the Rules Bot to comply with a legal requirement that Discord users must agree to the terms & conditions before accessing the rest of the server
It's working but it's also failing our users; to-date we have 144 unverified users and it appears that some of them are unverified because they do not know how to accept the terms & conditions
This ticket proposes finding an alternative approval process so that we don't lose users at the #welcome screen

I'm going to close this issue on the basis that we'll be migrating users to a new Slack instance and would therefore do away with this confusing user journey.
