Release `kedro-starters` #1387

❗ MUST BE DONE AFTER KEDRO AND KEDRO-PLUGINS RELEASED

[x] Reset the test_requirements.txt file to look at kedro@main, rather than kedro@develop
[x] Bump kedro-telemetry to 0.2.x + other plugins
[x] Merge 0.18.0 branch into main
[x] Do a release to version 0.18.0
