Broken link in docs guidelines/standards #3868

Description

The INCITS link the in documentation standard page of the wiki is broken. We've replaced our use of it Vizro with https://developers.google.com/style/inclusive-documentation

I don't have edit access to the wiki any more so cannot fix it.
