Translation memory bugs

• [x] User with create_tm cannot click on "Lisa tõlkemälu" button. Actual: User is navigated to main page and gets notification: "Teil puudub ligipääs soovitud lehele". User can click on this button with add_user and create_tm (and view_tm, view_user) Expected: User should create tm without add_user privilege.

• [x] Open creating tm view - edit any field - click on "Tühista" button Actual: Pop-up with warning "Kas oled kindel, et soovid tm muuta avalikuks" appears After clicking on "Tühista" or "Jah", user cannot edit creating tm fields anymore. Expected: After clicking on "Tühista" button in creating tm view, user should navigated back to TM view.

• [x] User with edit_tm cannot see "Tõlkemälud" in nav menu (have to add view_tm)

• [x] User without view_institution_project_detail privilege cannot click on TM (it's disabled)

• [x] User without add_user cannot click on TM - user is navigated to "Teil puudub ligipääs soovitud lehele"

• [x] User without create_tm cannot save edited tm data. When clicking on salvesta button, nothing happens.

• [x] TM in another institution - Tags are without text since the tags are internal to the institution and other institutions cannot see them, you could not display the tags to other institutions at all. Currently I see empty tag.

Importing TM- Expected privilege (according to wiki) - import_tm Actual - add_user, view_user, view_institution_project_detail, import_tm, view_tm OK

@thenouan This is BE task User without create_tm cannot save edited tm data. When clicking on salvesta button, nothing happens. Export gives 500

@VaabelMaret if you can edit_tm you should be able to navigate to tm. Kaarel included view privileges if there are eg edit privilege given as described here: https://pundar.atlassian.net/wiki/spaces/TLKEV/pages/2150891543/Privileges+adding+logic+for+FE

If I log in/change institution and go to TM view for the 1st time (or refresh TM view), I can't see the tags in table. I have to open another view and then I reopen TM view Also the Sildid and Keelesuunad filtering dropdown menu is empty

Expected: User sees the tags in table when opening TM view for the 1st time
