Order creation bugs

• User without change_client privilege Actual: Because of dropdown menu is not visible, department's name overlays client's name and email

• Dropdown menus with searching field (tüüp, valdkond, algkeel, sihtkeel) Actual: Search field goes out of the dropdown menu

• Veateade: The deadline at field must match the format Y-m-d\TH:i:s\Z. is in wrong place - OK

• Reference languange overlays calendar

• Privileges: User can't create new order without manage_project privilege (BE?)

• Cannot upload 10 or more helper file. Add error! It's not possible to edit fields or delete files after user tried to upload 10 files - need refresh the page.

• To-do: Remove "Test projekti tüüp" from tellimuse tüüp remove "nwadxgU4iM" from valdkond - OK

Briefly - There is a limit to how big the payload can be, when creating a new order and with enough files or files big enough, we will go over that limit
