project type config (classifier) - show start time or not - flag. decision or not.

@kadmit Currently we don't have any project type that has is_start_date_supported true. These should be marked as true

Can be tested when #563 is done. Currently it shows an error: "The event start at field is prohibited."

Tested in 05.12 - It's OK
