Disable automatic segment locking (BE) #545

Tested as admin user the ordering process. Workflow: Tellimuse tüüp: 'Vandetõlge (CAT)'. After sending the source file to MateCAT to create to the XLIFF, under 'Lähtefailid tõlketööriistas; under Ava tõlketööriistas' -> MateCAT automatically approved and locked 101% TM matched segments and makes it non editable for user. Message to user: 'Segment is locked (in-context exact match) and shouldn’t be edited. If you must edit it, click on the padlock icon to the left of the segment. The owner of the project will be notified of any edits.' image

it is part of the functionality of many CAT tools, but it is usually not active and should be able to be deactivated by users or turned off system-wide

To-do: -Automatic segment locking should be disabled in MateCAT for all users in phase I. (or possibility to deactivate)

Problematic: Fixes needed to be done in FE.
