TM name field validation [BE] #616

Translation memories name entry is not limited at the moment, the maximum length should be 150 characters.

AC: User can not save TM name ("Nimi" field) longer than 150 characters.

@KaarelKa this should be added on FE side as well at some point. Not urgent, NecTM currently returns 400 with error message "Name can't be longer than 150 characters" and FE displays it correctly with a popup

Tested in 07.02 - It's OK
