User with view_user privilege can't filter table by role. This button is not visible. It becomes visible with view_role privilege.
In wiki it's written under adding users and precondition is: User has the privilege: "Kasutajate lisamine süsteemi" (add_user). Although this button isn't visible with add_user privilege, it seems more logical that roles can be filtered without view_role privilege.
