Salvesta button does nothing if I don't have "asutuse andmete muutmine" privilege. Should be possible only with wikis privilege"asutuse tööaegade muutmine"

If user as privilege "asutuse tööaegade muutmine" (change working times) he can access institution settings, edit working times but not save. So if no "asutuse andmete muutmine" (change institution data) privilege he can't access the view at all or he can edit the working time.

Update Wiki that user would need "asutuse andmete muutmine" (edit_institution)
