Translation manager dropdown synchronisation issue (BE)

When adding the receive and manage privilege (should be changed to receive #619, then it takes time until the manager is shown in the dropdown (project creation). E.g when added in the evening, it was there in the morning. When removing the privilege it wasn't updated after 7 hour. If privilege was removed then although the manager was selectable, then permissions for actions (functionalities) were limited - which itself is correct.

To-do:

investigate and fix the issue of updating dropdown of translation manager when privileges are changed.

Also issue with user not present in dropdown reported by enduser and reproduced by Nele. New user is not visible in the dropdown.
