Delete canceled projects #721

Wiki Expected: The project will remain in the users project list (in "Tellimused" view) for 3 months and then it will be deleted

@NeleKo is this 3 months just for the list or we can remove all info and files after 3 months?

Need to implement backend job. (soft delete exist, hard delete?)
