Editing vendor database Editing institutions price rate percentages

Expected:

  1. Teostajate andmebaas - Vendor view - User can change any percentage to 0
  2. Tehnilised sätted - After editing price rate percentages, it shouldn't change the percentages of the vendor(The entered values will not over-write the percentages of the users who were added to "Teostajate andmebaas" before the change in Institutions rate percentage table was made.) Only new users get new values

Actual:

  1. User gets "Teostaja uuendatud" but after refresh it's again the same as before editing
  2. If institutions percentages are changed, vendors percentages will also change. Only if the user doesn't have previously changed percentages. Those percentages that were previously changed on users profile (teostajate andmebaas), they remain the same.

IF vendor initial values are overwritten then they are vendor based, if not overwritten then they are over written if institutions precentage are changes.

2 is fixed - OK @MariusJulius 1 - still can't change to 0

Tested in 05.07 - it's OK
