All orders without Translation manager should have a visual indication in the general "Tellimused" view and should be placed on the top of orders list so that the Institution main user or translation managers could reassign this order.

-Move projects without PM (status Uus) to the top of orders list

Doesn't seem reasonable to do, as user can filter by "uus".
