Matecat UI download button bug #757

Actual: Download button works by hovering the cursor on it, a dropdown menu will open. But if user clicks on it, dropdown menu will close and the button is disabled. User has to refresh the page to use it again.

Expected: Do not disable the button after clicking on it.

Preferred way is to download from the Tõlkevärav system, under sub-project (not from the matecat view)
