Add max text length for Lisainfo in rejecting modal #781

Wiki AF 2.1a "Lisainfo" (Additional info) - text input field for the user to specify what needs fixing. Mandatory field. Business rules: Max length 500 characters; Can't be empty - does not accept only "space" entries (e.g " ")

Open "Lükka tagasi modal" as client.

Currently there is no limit for "Lisainfo"

  1. Enter more than 500 chars
  2. Click on Jah, tühista button
  3. User gets "server error" notification and doesn't know why this error is occurred
