As a subscriber (client), you can only download your uploaded original and digitally signed format document today.
As an example, I am attaching a picture of an order in which one document was translated into several languages. The first finished file has been uploaded by the vendor of the Russian-language sub-order in .doc format (the finished file is available in the role of vendor, translation manager and main user: also downloadable for the translation manager and main user, the vendor could not download the uploaded file again). The finished file in Ukrainian is digitally signed and can be seen by the subscriber (client). Today I sent the documents that the subscriber (client) did not see by email, but I would like to find out what could be behind this concern, because according to the role management table, it seems that it could work (and the only difference between the two documents is that one is .asice and the other is . doc).
It was the same with the second order (order format "Translation"): the finished file in .doc format was not displayed to the client, but the translation manager, translators, etc. saw it, and we finally forwarded it to the client by email.
I couldn't find any problem.
Currently it seems for me that PM had not checked the checkbox to send to the client. If it was checked, we need more information.

Privilege issue? (file types?)
