Adding more than 20 files in project creating #804

Create new project with more than 20 help file User sees: Tellimus edukalt loodud and The route api/projects/undefined could not be found. Empty project is open. This project is not in tellimused view

Create new project with more than 20 source file User sees: Tellimus edukalt loodud and The route api/projects/undefined could not be found. Empty project is open. This project is in tellimused view but only 20 source files are in project, other files are not added

Expected: Show error before creating a new project (number of files are limited)
