Users should be able to enter themselves into a game of chat Russian roulette. Every time they say something in the channel, they have a 1 in 1000 chance (or whatever threshold) of being kicked.

Admins should be able to enter someone (BrianS198)

I currently have a working version enabled for the running bot. We'll test it out for a bit before I push up the changes.
