makecatalogs: limit updating to only some catalogs #211

This patch adds a -c flag to makecatalogs, which will limit it to only creating 
the catalog or catalogs specified.

The motivation is we want to be able to adjust the pkginfo entries during the 
day, but only push to clients after business hours.  However, we need to be 
able to continually update the testing catalog while working on packages.  This 
enables both: during the day we can call makecatalogs -c testing.
