Adding ManagedInstalls pref for specifying an alternate curl binary to use #267

This is a workaround for the issues with curl distributed with 10.9.

It adds a new preference 'CurlPath' for the client to use, if set, instead of 
the hardcoded '/usr/bin/curl'

This does *not* include a 'fixed' curl with munki, that's still up to someone 
to install on the client.
