Munki 2 - Adding optional_install that already exists on a machine causes MSC.app to loop

What steps will reproduce the problem?

1. Download/install an application onto client. (Ex. VLC-2.1.3)
2. Import newer app (Ex. VLC-2.1.4) into Munki2 Repo. Add as optional_install 
to client
3. Client will see update available. Client selects Upgrade.
4. Client goes to Updates tab to check status.

What is the expected output? What do you see instead?

Updates tab should download file to cache and prepare item for installation.

Instead Updates tab loops.
"Update in progress.
Starting...
Checking for additional updates...
Checking for additional changes...
Finishing..."

This will loop infinitely until client selects "cancel". Once the client has 
cancelled, update will be available via GUI, with "Update" button.

I have confirmed this with multiple programs.

Was about to report this issue but can see it is already done.
Perhaps unrelated but I also get the following which is an issue with the web 
server permissions on the package which I initially thought may have triggered 
the looping
