Munki 2 - MSC no longer builds html in local cache #300

What steps will reproduce the problem?
1. compile revision cf19ac5f18a2
2. build and run
3.

What is the expected output? What do you see instead?
expect to see content. Instead MSC is blank.

What version of the Munki tools/InstallOSpkg tools are you using? On what
version of OS X?
10.9 
MSU 4.0.1958
