Java plugin blocking doesn't #141

dom.plugins.ipc.java.enabled does NOT block the plugin, but 
tenfourfox.plugins.enabled does block it, so we are safe by default. Yet more 
proof we made the right call by killing plugins way back in 6.

So we will add an extra check to see if this is a Java plugin after the t.p.e 
check.

Landed in unstable. Stable pending 10 release.

Fix confirmed in TFF 12. The plugin does not load with 
tenfourfox.layout.hide_java_plugin = false.
