Activation events require a mouse move #168

To get the browser to acknowledge a URL-open message or a click in the window 
when it is inactive requires a mouseOver message to be sent. This is apparently 
worsened by the Invalidate() changes in 13, and does not appear to be a major 
issue for stable if at all. It is mostly a petty annoyance.

This was an embarrassing bug. Fixed, sheepishly. Technically this affects 10 
also, but it doesn't appear to be a major problem there, so we will change this 
on unstable only.
