Mozilla is proposing a hotfix; we should just set this pref in 17.0.2.

Actually, Mozilla seems to have landed an alternative, so we can probably get 
away with https://bugzilla.mozilla.org/show_bug.cgi?id=823665

Leaving the old fix, it doesn't hurt anything (belt and suspenders).
