Added NetStandard Test Binary #102

Added the NetStandard test binary with a basic test of ProjectSettingsProvider . I've also used the latest stable releases of the packages Nunit and Moq . I will move back to the versions used in other test projects if there is a need. Thank You.

I took a look and did some hacking on the CI config to get this all to restore/build now, so I'm going to merge and fix and move on to the other PRs.
