Re-integrate Profile pages and menus #199

Currently on the dev server you are unable to view the profile pages, view shared data, and other menu options (such as the help or viewing the processing server status) has been lost. Would it be possible to take the new "wizard" and put it within the same website layout that is on the production server?

Hi @jenhicks, @mattpetrucci.

Since this is a big issue (I have to reimplement everything that connect the frontend with AWS), should we split this issue into smaller issues?

Specifically, I think we should have an issue for Profile Pages (which is almost finished in #206, with only a few small things left to add), another one for search/viewing shared data, and another for dataset citations/title/funds.
