Allow "Force Reprocess" for jobs with "Waiting on server" status #248

This would allow users to reprocess a job that may have gotten lost in the Sherlock SLURM queue (i.e., due to a temporary loss in service).

@AlbertoCasasOrtiz, I created this issue, but I think this feature might already exist on the version the frontend you are working on. If so, feel free to close.
