Adds StringUtils to pybind wrapping, which prevent patching local nimblephysics.so files.
A fix to skip empty lines in OpenSimParser::loadGRF, which will prevent errors when loading files with extra lines.
Note: I accidentally deleted the OpenCapTest folder while working on this branch. I tried to restore it, but for some reason the .gitignore still shows up in the diff.
