Support EIP-1559 in the mining waiter

This pull request adds support of EIP-1559 to the mining waiter. Specific changes include:

• Refactoring of the mining waiter structure and preserving current functionality for legacy Ethereum and Celo transactions
• Getting rid of the mining waiter from ethlike package. Now Ethereum and Celo have their own implementations and all differences lying in transaction internals are well encapsulated
• Update of contract bindings generator to capture changes in the mining waiter
• Unit tests and documentation
• Applying changes in client repositories
