Feat: Update Starkcet faucet to the new version #46

We used to support binaries of apps when we started tsukuyomi. However, that quickly became difficult to maintain. So now we have shifted all apps to being Docker images. The purpose of this issue is to update Tsukuyomi to use the latest version of the Starkcet faucet from Kasar labs as a docker container inside tsukuyomi (like all other apps)
