A series of incremental improvements that should increase readability and maintainability, and shape the first version of the block validator client.

[x] Refactor utils module
[x] Refactor validation module
[x] Refactor state to types module
[x] Add mutable context and helper structs
[x] Introduce program input structure and update main function interface
