feat: add makefile and unify package json rules

My PR has two goals:

• Unify package locks on this repo. In my experience a repo should only have one lock file. Not two, depending on whether a contributor uses yarn or npm. In my view, it's your decision as maintainers to choose the package manager of your repo (I would strongly recommend pnpm over any other package manager).
