[Plugin] Commandbook unable to take control of /tp and /enchant #594

Bukkitforge appears to be hogging these commands. Even as an admin with full wildcard permissions, these commands insist that the user has insufficient permissions until they are granted OP power. If possible, BF should yield control of these commands to plugins rather than hogging them.
