project.css must not duplicate rules that exist in front-end.css #387

Currently project css can duplicate rules that exist in front-end.css, which can cause styling issues. NB the deduplicated set of rules may change in future as we deploy updates to front-end.css 😒

Ideas:

Dedupe on project build for now
In future, could push full project bundle and re-dedupe it on the API after deployment
Or, is generating styles in the browser at runtime feasible? Could become more feasible in future?
