Something stopped working on live #1

For some reason, the website stopped working on Heroku.

This looks to be related to an issue I have seen on another application. This was fixed by logging into the PostgreSQL console on Heroku and setting up the database manually.

I'll try to do this here and document the solution if it does work.

I've done something that somewhat fixes this. However, the database is wiped whenever the dyno wakes up. So it's not really fixed.
