No AIS targets are shown in initial RADAR window if RADAR is in standby. #282

If RADAR window comes up with RADAR in standby no AIS targets are shown until RADAR is set to transmit. After that AIS targets are shown regardless of RADAR transmit state.

The initial state is to have no range, so it does not know at what distance to draw the AIS targets.
