blackdoc reads and uses black setting in pyproject.toml. #40

black uses the setting in pyproject.toml. I hope blackdoc will use it as default.

I agree this would be useful.

Right now, blackdoc will not read any configuration file at all, so there's a lot that would need to be done. I will get to this as part of the work on #33, but it might take a while.
