This sets up a CI using github actions / workflows. Plans for CI are:

[x] flake8, isort, black
[x] running the tests on different OS / python versions:
- linux, py38 (and py36 / py37 once we use the backport package for importlib.metadata)
- windows, py38
- osx, py38
[x] upstream-dev checks against black's master
[ ] documentation (once we have one that deserves that name)

everything except windows seems to work. Merging.
