WIP Infrastructure update #4

Including:

updating astropy-helpers to 1.0.5
opting in ci-helpers with travis
opting in the container based travis
removing numpy 1.5 support

Notes: YT and bottleneck was set to variables in .travis.yml, but got never used. Maybe the optional dependencies in the matrix need to be revised to have them run.
