Infrastructure update #2

Including:

updating astropy-helpers to 1.0.5
opting in ci-helpers with travis
removing py2.6 testing/support as the code uses features that hasn't been backported there (dict comprehension) as well as removing np1.6 support.

This still fails with np 1.6. I'm not sure about the reason, but there were some changes in np.concatenate between 1.6 and 1.7, and the last np call was that. We can try to debug, or drop 1.6 support.

Drop 1.6 - it's pretty old now
