Can drag a taxon to the 'identification' lookup control on RDE, even if RDE is locked #141

What steps will reproduce the problem?
1. Open RDE,ensure that the material panel is readonly (locked)
2. Drag a taxon from the Taxon Explorer on to the identification field
3.

What is the expected output? What do you see instead?
The drop operation should be denied, instead it is allowed, and creates a 
pending change
