User permission menu #204

What steps will reproduce the problem?
1.open as particular user or as sa 
2. can't find menu to manage group permissions

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?
v3.0 build 570

Please provide any additional information below.
Tasmanian Dept. Primary Industries, a node of Australian Plant Pest 
Database,moving to Biolink v3 from v2.5. This resolved issues with invisible 
font formatting text in Notes fields preventing records from being saved; 
gained Associates report and gained queries with taxon heirarchy parsed. All 
good. But, can't find menu to manage users whether logged in a me or sa.

Hi Lionel,

The Users and Groups form is now under the Tools -> Settings -> Users and 
Groups menu item (See attached screen shot).

P.S. F.Y.I, a new version (Build 528) was released last week. It should install 
over the top of your existing version. See the release notes under the Wiki 
section for what has been fixed or added.
