Fix GitHub Action #119

This PR for issue #118

Test for TF2.0 and TF2.1 are failed, but it seems that it happened before this change. (We might stop support of TF 2.0/2.1)

Hi @ymd-h , thanks for fixing the bug!

I'm not sure why tf2.0 and 2.1 fails the unittests, but you've fixed other problems. It would be helpful if you can figure out the tf2.0/2.1 bugs as well :) Thanks anyway!
