Improve readme #153

This PR for #152 .

This PR includes;

Add Numbering at headings
Make clearer that there are several ways of installation
Add Usage section

What are still missing;

Available option for each algorithm
Difference between continuous/discrete algorithm usage (if exists)
Apex and other special usage which are not covered by this basic usage

Thanks for the PR! This really helps beginners start using tf2rl. Although there're some errors in tests, I'm merging this PR as those errors are not related to this PR. Thanks
